In the first of his documentaries on law and disorder the tenacious presenter signs up for his most dangerous assignment yet - patrolling the crime-ridden streets of Philadelphia with the local law enforcement. Louis joins Philadelphia's police department, patrolling an area that has over 400 homicides a year, drug dealers on every corner and where carrying a gun is part of everyday life. During his time with the local cops, he sees a complex picture evolve: yes, there are good guys, bad guys, guns and violence but there is also tenderness and compassion found in the most unexpected of places. In the second part of the series our intrepid investigator travels to Johannesburg, where the residents find themselves increasingly besieged by crime. They turn to often dubious private security firms to protect them in place of the police – Louis finds himself in the midst of dangerous chaos where mob justice rules. Next, Louis travels to meet patients and therapists at California´s Coalinga Mental Hospital which houses more than 500 of the most disturbed criminals in America - convicted paedophiles. Could these men, whose history of sexual violence is often long and ingrained, ever be sufficiently changed by therapy to justify their release? Finally, Louis heads to Central Valley, California, home to some of the most impoverished rural towns in America where crystal meth addiction is amongst the most prolific in the country. In Fresno, Louis finds a community ravaged by this cheap and highly addictive drug. As he infiltrates the town he experiences meth abuse firsthand as addicts who are high (or 'tweaking' as it is known) invite him into their homes to see them take hit after hit of their favourite drug.
